Targeted Training and Apprenticeship Fund

Description

The Tertiary Education Commission’s (TEC) Targeted Training and Apprenticeship Fund (TTAF) allows learners to access fees-free vocational education and training. Through the fund, training fees are paid directly to tertiary education organisations, covering costs from 1 July 2020 until 31 December 2022. Funding is available to a number of training and apprenticeship programmes at sub-degree level, and in targeted areas such as the primary industries, construction, and manufacturing, amongst others. The fund aims to target industry skill needs that are currently in demand, or are expected to grow, as New Zealand recovers from the economic impacts of Covid-19. Additional targeted areas are due to be eligible for the fund from January 2021, in response to projected workforce demand.

Justification for excellence as assessed against framework

This artefact aligns with R12: Funding models. Fully covering the costs of training in targeted areas where industry skill needs are seen to be lacking, particularly during this period of economic uncertainty as a result of Covid-19, exemplifies elements of excellence. The blanket fees-free policy encourages participation and access to education and training, particularly for under-served learners, with the understanding that this will demonstrably deliver future value to all of New Zealand. The initiative strategically positions New Zealand to withstand current and expected workforce demand, allowing for longer term outcomes to be realised.
