Akongoue Pasifika Horticulture Programme Evaluation

Originator/Sponsor: Ministry of Primary Industries

Portfolio Managers: Fiona Windle

Status: Completed March 2023

Lead Agency/Service Provider: Scarlatti Limited

Collaborating partners: Ministry for Primary Industries, Ministry of Education, Ministry of Business Innovation and Employment, Tongan Youth Trust, NZ Sports Turf Institute

Primary Objective:

The primary objective of this evaluation project was to identify and report the impact of the Akongoue Programme on the trainees, their communities and other stakeholders. To then capture the lessons learned, show whether the programme can be sustained and, if so, prove that future funding would have to encompass training, pastoral care and administrative activities.

The enabling objectives were to:

Demonstrate that the programme has been effective and valuable, and
Create a mechanism that would allow the investment to occur and become sustainable over a medium time frame.

Project Outputs:

As the first programme of its kind for Pasifika youth, the Akogonue: Pasifika Horticulture Programme Pilot Evaluation Report includes the results of 24 qualitative interviews, a review of existing programme documents and an economic model which places values on the productivity, recruitment, social and cultural outcomes of the programme.  Lessons learned, recommendations and feasibility of the programme are outlined and highlights the value of culturally appropriate pastoral care.

A follow-up evaluation will take place November-December 2024, see details here
