Introduction/Background:
The Akongoue Programme was piloted in 2022 and aimed to provide complete, all-rounded pastoral support for students enrolled in a primary industry related New Zealand Qualifications Authority registered programme. The Programme considered students’ cultural, family, and individual situations and aimed to provide them with the skills, capability, and confidence to pursue meaningful careers within the horticultural industry.
In the evaluation of the 2022 pilot, 23 people were interviewed, existing programme documents were reviewed, and an economic model was created. These methods found the Programme’s by Pasifika, for Pasifika approach and pastoral care were critical success factors and that, from a feasibility standpoint, evolving the programme into a culturally appropriate pastoral care programme that complements the existing education system would be beneficial. The evaluation recommended the Programme reviewed its design; had a single, formal programme manager; and continued to monitor and evaluate.
A follow-up evaluation of the Programme will seek to understand whether it continues to be a feasible, worthwhile investment.
Objectives:
Research questions that will be explored via short interviews and a re-run of the 2022 economic model will include:
- What are the current professional or academic statuses of the students who participated in the Programme’s pilot?
- How has the Programme evolved in terms of structure, objectives, and outcomes since the pilot?
- Reflecting on the Programme’s pilot, what alternative strategies or decisions would key stakeholders have implemented, given the benefit of hindsight?
- How did the Programme change stakeholders’ relationships with the horticulture industry and Programme deliverers?
